Anyone can use AI more. The programme trains people to know when not to. The rubric measures how deliberately they work with it.

Where heavy use is the right call
Some work is machine-heavy by nature. Migrations, triage, the grind. Nobody should hand-polish what a machine does better. The point was never less AI for its own sake. It's that heavy use should be a decision, not a default. The programme trains that decision. Volume was never the measure.
